Upload connectome data (CSV file)

Format (no headers):

Neuron ID, Neuron Type, Postsynaptic Neuron ID : # Synapses, Postsynaptic Neuron ID : # Synapses, ...

* Neuron ID and Neuron Type should be non-empty

* Columns 3 and on specify the output connections for this neuron (postsynaptic neuron IDs) and their weights (number of synapses), separated by a ':'
